Azerbaijan National Academy of Science

Division of Physical, Mathematical and Technical Sciences hosted a meeting, attended by ANAS vice-president Rasim Alguliyev, employees of the Division Bureau, heads of relevant scientific institutions, as well as a number of scientists and specialists on September 24 at ANAS Presidium.

Opening the meeting, Deputy Director of the Institute of Physics, academician Javad Abdinov highlighted the issues on the agenda.

Then, vice-rector on Science at the National Aviation Academy, corresponding member of ANAS Afig Hasanov delivered a paper on "The practical importance of electronic warfare in the organization of defense of the Republic of Azerbaijan, the concept of its application and development".

According to the scientist, radio communication is mainly used for transmitting operational information. In most cases, the state parameters of military facilities are provided by radio control systems. If external intervention is possible, the operational characteristics and parameters of the military object can be completely or to a certain extent changed in comparison with the values determined by the initial operation algorithm.

According to A.Hasanov, the weakening of radio communication systems and radio control was carried out through obstacles with different characteristics (diverging, targeting), formed by various methods. The scientist noted that, the stable operation of radio communication systems and radio control can be achieved only by using special radio frequency means, including special-purpose cryptographic algorithms.

According to the decision of the Bureau ANAS Division of Physical, Mathematical and Technical Sciences the field of application of electronic warfare instruments in the Republic of Azerbaijan is considered a priority scientific direction. It was proposed to submit an application to ANAS Presidium on the establishment of the Institute of Radio Electronics at the Academy.

Then, discussions were held on the report. Academicians Javad Abdinov, Telman Aliyev, corresponding members of ANAS Aminag Sadigov, Bilal Bilalov, Oktay Gasimov, Namig Jalilov and others emphasized the importance of electronic warfare in the defense of the Republic of Azerbaijan and the training of highly qualified personnel in this field.

ANAS vice-president, academician Rasim Alguliyev spoke on electronic warfare, emphasized its importance in the era of modernity. He noted that in the broadcasting sector there are problems in the direction of increasing the military power of the independent state of Azerbaijan and stressed the importance of taking serious measures in this direction. According to him, the Azerbaijani state has its own strategic interests, which require the adoption of urgent and urgent measures for their implementation.

The scientist noted the need for a seminar with the participation of specialists with experience in radio-electronic control and knowledge of modern information technologies: "This issue should be discussed with representatives of several relevant institutions, objective and specific proposals should be submitted."

Academician R.Alguliyev noted the importance of studying international experience in the field of electronic warfare, expanding scientific research, as well as creating new specialties in the field of national defense. He said that, AR President of Azerbaijan Ilham Aliyev set specific tasks for cybersecurity and information security for scientific institutions and ANAS Institute of Information Technology, which is responsible for this process, is also actively involved in this direction.

Speaking on the security of the broadcast space, the scientist noted that this area has an increasing influence in the country. He noted that, there are fundamental problems in this area, the solution of which is directly related to public safety.

ANAS vice-president also noted the importance of solving the problem of broadcast security at the level of the country's leadership, identifying it as a priority research area.

Next, a number of scientific and organizational issues were discussed.

Academician Telman Aliyev spoke about the publication of the journal “ANAS News” in English under the heading "Problems of Informatics and Control" in the issue of the physicotechnical and mathematical series "Informatics and Control Problems", as well as the approval of the editorial staff and the international editorial staff of the journal.

The event also discussed partial changes in the structure of scientific councils of the Institute of Physics and the Institute of Mathematics and Mechanics discussed proposals for strengthening the material-technical base of research institutes.

One of the main issues was the organization of a joint scientific session with the Division of Chemical Sciences. In accordance with the decision of the Presidium of ANAS dated July 17, 2019 “On Scientific Sessions of Scientific Departments of ANAS” in October of this year, it was decided to hold a scientific session on “Mathematical Chemistry: State and Development Prospects” in conjunction with the Department of Chemical Sciences.

In addition, the proposed topics of dissertations were discussed at the meeting in accordance with the plan for admission to doctoral studies and thesis for 2019. By the decision of the department, the dissertation topics were approved and transferred to the Head Office of Science and Education of ANAS Presidium.

Next, decisions had been taken to celebrate academician Arif Gashimov’s 70th anniversary, academician Fikrat Aliyev 70th anniversary, academician Envar Nakhmedov’s 60th anniversary, the 70th anniversary of the head Laboratory of the Institute of Radiation Problems, Professor Rahim Madatov, the 75th anniversary of the head of the Institute’s laboratory radiation problems, Doctor of chemical sciences Shiraz Mammadov and the 85th anniversary of the head of the Department of the Institute Askar Abiyev.

In conclusion, a number of personnel issues were considered.
