A meeting dedicated to the report on the activities of the Department of International Scientific Cooperation in 2021 was held in the administration of the Presidium of ANAS.
The event was attended by heads of administrations and departments of the Presidium, employees of the Department of International Scientific Cooperation, scientific secretaries of scientific departments of ANAS, responsible persons of scientific institutions for international relations, as well as the head of the Presidium of ANAS, Doctor of philosophy in philology, associate professor Seyfal Hasanov.
Opening the reporting session, associate professor Seyfal Hasanov noted the importance of developing international relations in scientific integration, implementing joint programs and projects in priority scientific areas, training personnel in modern fields. Then, in order to give detailed information about the measures and results implemented in these areas in 2021, S. Hasanov gave the floor to the head of the Department of International Scientific Cooperation of the Presidium of ANAS, Doctor of philosophy in biology, associate professor Esmira Alirzayeva.
In her speech, E.Alirzayeva brought to the attention of the participants of the event, the multifaceted activities of the department, projects, training, cooperation documents, relations with structures, documents of joint intergovernmental commissions, the organization of events, meetings and visits, the activities of the diaspora and a number of other areas.
The speaker noted that participation in bilateral and multilateral projects is an important area of activity for the expansion of international relations. In the reporting year, ANAS and the State Committee on Science and Technology (SCST) of the Republic of Belarus announced the 2nd competition of joint projects, to which 15 projects were submitted. Information was prepared on the implementation of 6 projects implemented within the framework of the 1st project competition with ANAS and SCST of the Republic of Belarus and the 2nd project with TUBITAK. The implementation of the selected projects together with the Italian National Research Council (CNR), the Italian Ministry of Foreign Affairs and the Bulgarian Academy of Sciences was postponed due to the pandemic. It was also noted that in the reporting year, information on competitions announced by funds and programs of other countries was distributed among all relevant organizations of the republic. In order to support the successful participation of Azerbaijani scientists and specialists in the research and innovation program of the European Union "Horizon Europe" with the participation of representatives of the European Commission, a Virtual information Day and a 3-day training on writing project proposals in accordance with the calls for this program were organized for employees of various scientific and educational institutions, state structures of Azerbaijan, including regions.
With the participation of the coordinator of the National Network of Coordinating Persons, the Vice-President of ANAS, academician Ibrahim Guliyev, a discussion of the activities carried out within the framework of the Horizon 2020 program, the results achieved and the problems encountered, as well as meetings dedicated to bringing the composition of the seminar in line with the activities of the Horizon Europe program took place. The new staff includes specialists from relevant government agencies, institutions of science, health and education. According to the statistical results of the participation of Azerbaijani scientists in the Horizon 2020 research and innovation program, Azerbaijani scientists and specialists are currently participating in more than 10 projects under the COST program, 5 projects on research and innovation and the Marie-Curie program.
Touching upon the issue of personnel training at ANAS, E.Alirzayeva noted that within the framework of cooperation between the Academy and the University of Montpellier of France, a competition was announced for a joint doctoral program for 2021-2023 and according to the results of an online interview conducted by a joint commission of ANAS and the University of Montpellier, 1 doctoral student was elected. She also noted that 4 doctoral students in this program continued their studies in Montpellier, and 1 doctoral student began training in 2021.
In 2021, in cooperation with both sides, the "Azerbaijani-Russian Roadmap for Cooperation in Science, Innovation and Education", "Cooperation Agreement between the National Academy of Sciences of Azerbaijan and the Kyrgyz-Turkish Manas University" and "Memorandum of Understanding between the National Academy of Sciences of Azerbaijan and Lahore State College" were prepared and signed. Documents on cooperation with some structures of Ukraine and Uzbekistan were also prepared and relevant domestic procedures were carried out.
Also in the reporting year, the Presidium of ANAS and a number of scientific institutions of ANAS organized meetings and discussions with a delegation headed by the President of the Russian Academy of Sciences, academician Alexander Sergeev, the Ambassadors Extraordinary and Plenipotentiary of Hungary and Pakistan to Azerbaijan, the leadership of the Kyrgyz-Turkish Manas University. Along with this, the possibilities of cooperation with scientific and educational structures of embassies of various countries in the Republic of Azerbaijan, Turkey, Poland, Ukraine, Belgium, Croatia, etc. were discussed.
E.Alirzayeva noted that the Department cooperates with scientific departments and scientific institutions of ANAS in all areas of activity. At the same time, along with the achievements, some problems and suggestions for their elimination were voiced.
Questions were answered and discussions were held around the report.
In conclusion, the head of the Presidium of ANAS, associate professor Seyfal Hasanov gave recommendations to the employees of the department, as well as relevant specialists of scientific institutions of ANAS on expanding international cooperation and improving efficiency and wished them success in their activities in 2022.
