Next meeting of the Presidium of the Azerbaijan National Academy of Sciences (ANAS) was held.
The event was attended by the President of ANAS, Academician Isa Habibbeyli, Deputy Minister of Ecology and Natural Resources of the Republic of Azerbaijan, Rauf Hajiyev, members of the Presidium of ANAS, advisors of ANAS, department heads of the Presidium’s administration, and other relevant individuals.
The meeting was opened with a speech by Academician Isa Habibbeyli, who provided information about the agenda of the event.
First, the Acting Vice President of ANAS, Academician Govhar Bakhshaliyeva, was presented with the Honorary Diploma of ANAS.
The first issue discussed at the meeting was “The 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change-COP29: Challenges and Tasks Facing ANAS”.
Speaking on the matter, Academician Isa Habibbeyli said that Azerbaijan recently hosted the 29th session of the Conference of the Parties to the UN Framework Convention on Climate Change-COP29 at the highest level, with the participation of heads of state and government from 80 countries, as well as over 76,000 people from more than 190 countries. He underlined that the confident and successful organization of COP29 in Azerbaijan became possible thanks to the purposeful domestic and foreign policy pursued by President Ilham Aliyev, as well as extensive organizational works. This prestigious international event demonstrated the model of Ilham Aliyev to the world in terms of high organizational abilities and excellent governance. The participation of volunteers in organizing COP29 serves as evidence of a policy aimed at fostering a patriotic young generation.
Academician Isa Habibbeyli said that the high-level organization of prestigious events has become a tradition in Azerbaijan, over the past 21 years, under the leadership of President Ilham Aliyev. During this period, extensive experience through hosting sports games, inter-cultural dialogue forums, and other significant events was gained in Azerbaijan. The successful organization of these events contributed to transforming Azerbaijan into a platform for global dialogue, enhancing the country’s international reputation under the leadership of President Ilham Aliyev, most importantly, to the recognition of our head of state as one of the world’s leaders. As a result, our country was entrusted with hosting the global COP29 event.
The head of ANAS mentioned that the profound speech delivered by President Ilham Aliyev at the opening ceremony of the COP29 Leaders’ Summit and his address at the Summit of Small Island Developing States (SIDS) were highly praised by the world states and that the head of state spoke about the global climate problems and global challenges at the highest level. Particular attention was given to his thoughts on reducing carbon emissions, transitioning to green energy and a green economy, and implementing green technologies.
The academician described Azerbaijan’s achievements at COP29 as historical successes, including the adoption of the Baku Agreement, the full approval of Article 6 of the Paris Agreement at the closing plenary session, the adoption of the historic decision ensuring the full operation of the Loss and Damage Fund, and the countries’ maintaining the goal of limiting global warming to 1.5°C.
Academician Isa Habibbeyli emphasized the importance of Azerbaijan’s successful foreign policy under the leadership of President Ilham Aliyev in achieving this success, as well as the role of state institutions, the COP29 Operating Company, and the volunteers’ efforts in organizing the event at a high level.
The head of ANAS mentioned that the employees of the Academy also actively participated in the events held within the framework of COP29. Our scientists held discussions on global issues with their international colleagues, meetings with prominent scientists who arrived in the country from around the world took place at ANAS. The academician also noted that there is a need for conducting research to study the philosophy of concepts such as “green energy’ and “green economy”. Our scientists bear significant responsibility related to this issue.
Mentioning that COP29 has raised Azerbaijan’s international prestige to a high level, the head of ANAS said that Azerbaijani scientists have always been by President Ilham Aliyev’s side, supporting his successful domestic and foreign policy, and they will continue their activities in this direction.
Later, the Vice President of ANAS, Academician Irada Huseynova, delivered an extensive presentation on the activities of ANAS in connection with COP29. She spoke about the history and objectives of previous COP meetings, and gave extensive information about the numerous events held throughout the year within scientific divisions of ANAS, research institutions, regional divisions, and scientific centers. These events included scientific conferences, meetings, book exhibitions, newly published works, and articles by our scientists published in the media.
The Deputy Minister of Ecology and Natural Resources of the Republic of Azerbaijan, Rauf Hajiyev presented several statistical data on COP29 pointing out that the pavilions of more than 100 countries were set up. He said that the adoption of the Baku Climate Union Agreement within the framework of COP29 is a historic achievement.
Academicians Arif Gashimov, Govhar Bakhshaliyeva, Adil Garibov, Corresponding Member of ANAS Elshad Gurbanov, and Professor Ilham Mamedzadeh spoke on the matter, underling that the high-level organization of COP29 in our country is another historic success of Azerbaijan. They emphasized that our scientists continue to stand by the state through their activities.
Subsequently, the appeal of the Azerbaijan National Academy of Sciences regarding the results of the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change- COP29 to the President of the Republic of Azerbaijan Ilham Aliyev was adopted. The appeal was delivered by Asmar Aliyeva, PhD in philology, the Head of the Documentation and Protocol Department of the Presidium administration of ANAS.
The meeting also discussed the issue on implementation of the Decree and Order of President Ilham Aliyev dated October 25, 2024, regarding the Azerbaijan National Encyclopedia. Academician Isa Habibbeyli said that, based on the Decree and Order, changes had been made to the structure of the Azerbaijan National Encyclopedia, and a new editorial board had been approved. Noting that the Azerbaijan National Encyclopedia has played an exceptional role in the cultural and spiritual development of the Azerbaijani people and the formation of public thought over the past decades, the academician emphasized the particular importance of these documents in terms of organizing its activities based on new requirements in the modern period.
It was noted that the editorial board, chaired by President Ilham Aliyev and including several prominent figures in science and culture, has played a significant role in the preparation of various volumes of the Azerbaijani National Encyclopedia for publication. The President assigned highly important responsibilities to the editorial board members regarding the preparation of the Encyclopedia’s volumes. It was emphasized that, since 2004, the “Azerbaijani National Encyclopedia” Scientific Center has published the “Special Edition” of the Encyclopedia in Azerbaijani and Russian, as well as its 1st to 10th volumes. Currently, preparations are underway for the publication of the 11th volume. Additionally, the “Heydar Aliyev Encyclopedia” dictionary and articles are developed under the Center.
In connection with the matter, Encyclopedia staff member Rustam Hajiyev provided information on the works carried out for the preparation of the “Heydar Aliyev Encyclopedia” and underlined that the “Heydar Aliyev Encyclopedia” will be fully completed in 2025.
In connection with the matter, Academician Rasim Aliguliyev delivered a speech, proposing that the electronic version of the volumes of the Azerbaijan National Encyclopedia be made available on the internet.
Taking these points into consideration, the Presidium adopted a decision to ensure that the activities of the Scientific Center of the Azerbaijani National Encyclopedia are organized in accordance with new requirements.
In addition, the President of ANAS, Academician Isa Habibbeyli, informed the members of the Presidium about his visit to the Philippines.
Academician Mohsun Naghisoylu, the advisor of ANAS, spoke about the participation of the delegation of ANAS in the 4th Forum of Scientists from the CIS countries held in Dushanbe, Tajikistan.
Moreover, a decision was made at the meeting regarding the 90th anniversary of Academician Arif Mehdiyev.
