The next meeting of the Presidium of the Azerbaijan National Academy of Sciences (ANAS) was held.
The event was attended by ANAS President, Academician Isa Habibbeyli, members of the Presidium, heads of departments of the Presidium Office, directors of scientific institutions and organizations, and other relevant officials.
At the outset, a group of scientists and specialists were awarded “Veteran of Labor” certificates.
The first issue discussed at the meeting concerned the tasks arising from the implementation of the Order of the President of the Republic of Azerbaijan dated April 30, 2026, “On the celebration of the 120th anniversary of Latif Karimov.” In his remarks, Academician Isa Habibbeyli noted that November 2026 marks the 120th anniversary of the outstanding master of Azerbaijani fine arts, prominent carpet scholar, educator, and art historian, laureate of the USSR State Prize, and People’s Artist Latif Karimov. He emphasized that the world-renowned artist founded a school in this field in Azerbaijan and introduced the nation’s rich carpet traditions to the world.
He added that, according to Clause 1 of the Order, the Ministry of Culture of the Republic of Azerbaijan and ANAS were tasked with preparing and implementing an action plan dedicated to the anniversary, including the organization of conferences and exhibitions.
The Presidium instructed relevant scientific departments, institutions, and organizations of ANAS to submit proposals for the preparation of the Academy’s action plan related to the anniversary.
Subsequently, Academician Isa Habibbeyli provided information on the participation of ANAS in the 13th session of the World Urban Forum (WUF13) organized by the United Nations. He noted that hosting such a prestigious international event at the UN level in Azerbaijan is a clear indicator of the growing global authority of President Ilham Aliyev and the international confidence in the country. He emphasized that Azerbaijan is hosting major UN events for the second time, recalling that the UN Climate Change Conference (COP29) was held in the country in 2024, where important decisions for the future of the world were adopted. He also highlighted the strong international interest in WUF13 held in Baku this year, noting that Azerbaijan presents a new model of modern urban development through projects such as the historic Inner City, the modern Sea Breeze complex, and the “Smart City” and “Smart Village” initiatives in Karabakh.
Academician Habibbeyli noted that the ANAS staff actively participated in the Forum, including members of the Presidium, representatives of the Presidium Office, the Division of Biological and Medical Sciences, and the Institute of Architecture and Art. He stated that the Forum was beneficial for both the country and the Academy, and that scientists established new contacts for future cooperation.
He instructed that the outcomes of the Forum be thoroughly studied and utilized in future research.
The meeting also addressed the establishment of an English-language journal titled “Social Research and Artificial Intelligence” at ANAS.
Academician Habibbeyli stated that consistent work is being carried out at ANAS in the field of artificial intelligence and digital development, and that the new publication will be the first journal in the country dedicated to artificial intelligence. He noted that this initiative requires a high level of responsibility and that the journal will be published twice a year.
He also highlighted that necessary measures will be taken to form the editorial board, obtain ISSN, e-ISSN, and DOI identifiers, and ensure high-quality print and electronic publication.
Taking these factors into account, the Presidium decided to establish the English-language journal “Social Research and Artificial Intelligence” at ANAS.
Another issue discussed was the establishment of the Digital Academy, Artificial Intelligence and E-Services Center on the basis of the relevant department of the Presidium Office. Academician Habibbeyli noted that the “Electronic Academy” Department was established in January 2023 in line with modern challenges, and that subsequently “Electronic Services” departments were created across ANAS institutions, achieving significant progress in digitalization and the application of artificial intelligence technologies.
He further stated that, in accordance with the Digital Development Concept approved in January 2025 and the Artificial Intelligence Strategy for 2025–2028 approved in March 2025, the department was renamed in September 2025 as the “Digital Academy, Artificial Intelligence and E-Services” Department, and new digital science and artificial intelligence units were established across institutions.
He emphasized that state-level priorities in digital transformation necessitate more modern conceptual approaches within the Academy, and therefore the establishment of a unified center was deemed necessary to coordinate activities, develop infrastructure, and improve efficiency.
Accordingly, the Presidium decided to establish the Digital Academy, Artificial Intelligence and E-Services Center.
Later, ANAS Vice-President, Academician Ibrahim Guliyev, provided information about his participation in the third meeting of the presidents of academies of sciences of the member states of the Black Sea Economic Cooperation (BSEC), held in Sofia, Bulgaria, organized by the Bulgarian Academy of Sciences.
He noted that the main topic of the meeting, held on May 14–15, 2026, was “Artificial Intelligence as a Catalyst for Scientific Cooperation in the BSEC Region,” and that representatives from Azerbaijan, Türkiye, Albania, Moldova, Romania, Serbia, Armenia, and Ukraine participated. He delivered a presentation on “The Use and Prospects of Artificial Intelligence in Earth Sciences Research in Azerbaijan.”
He added that a number of bilateral meetings were held, focusing on strengthening the integration of scientific institutions of BSEC member states into global science.
Within the framework of the visit, he also participated in a roundtable discussion titled “Energy Security and Azerbaijan’s Energy Resources,” organized by the Embassy of the Republic of Azerbaijan in Bulgaria.
Following the report, the Presidium adopted a relevant decision.
The meeting also addressed several personnel matters, including the termination of doctoral studies of Aykhan Garayev (Institute of Linguistics), and the transfer of doctoral students Dunya Ahmadova and Nargila Hajiyeva from full-time to part-time study formats.
Further personnel appointments were reviewed, including the designation of deputy directors for digital innovation and artificial intelligence across various ANAS institutions, as well as the appointment of department heads.
In addition, decisions were adopted regarding anniversary milestones of several prominent scholars, including the 80th anniversary of Academician Mohsun Naghisoylu, the 90th anniversary of Academician Mammadtaghi Jafarov, and the 100th anniversaries of Academicians Adila Namazova and Midhat Abasov, as well as the 90th anniversaries of corresponding members Farida Mammadova and Vali Aliyev.
During the meeting, Academicians Rasim Aliguliyev, Irada Huseynova, Govhar Bakhshaliyeva, Arif Hashimov, Corresponding Member Gurban Yetirmishli, Professor Karim Shukurov, and others delivered remarks and presented their proposals.
