Azerbaijan National Academy of Sciences

Personnel matters were also discussed at the очередное meeting of the Presidium of the Azerbaijan National Academy of Sciences (ANAS).

President of ANAS, Academician Isa Habibbeyli, stated that by the Decree of the Head of State dated February 27, 2026, the Digital Development Council was established in the country under the chairmanship of the First Vice-President of the Republic of Azerbaijan, Mehriban Aliyeva. He also noted that, by the Order of the Head of State dated the same day, the “Action Plan for Accelerating Digital Development in the Republic of Azerbaijan for 2026–2028” was approved, and the coordination and supervision of the implementation of the measures предусмотренные in the Action Plan were entrusted to the Digital Development Council.

Academician Isa Habibbeyli emphasized that, in accordance with Clause 6.1.5.2.1 of the Action Plan, each state body was instructed to designate a responsible person at the deputy head level to oversee digitalization, innovation, artificial intelligence, and cybersecurity functions. The ANAS President noted that, in line with this instruction, a relevant commission was established within the Academy, and interviews were organized to evaluate candidates for these deputy positions.

At the meeting, decisions were adopted to appoint Doctor of Philology Mehman Hasanli as Deputy Director for Scientific Affairs, Digital Innovation and Artificial Intelligence of the Nizami Ganjavi Institute of Literature of ANAS; Doctor of Philosophy in Philology Afaq Ramazanova as Deputy Director for Scientific Affairs, Digital Innovation and Artificial Intelligence of the Folklore Institute of ANAS; Doctor of Historical Sciences Ilgar Niftaliyev as Deputy Director for Scientific Affairs, Digital Innovation and Artificial Intelligence of the Abbasgulu Agha Bakikhanov Institute of History and Ethnology of ANAS; Doctor of Philosophy in Engineering Rauf Muradov as Deputy Director for Scientific Affairs, Digital Innovation and Artificial Intelligence of the Republican Seismological Service Center of ANAS; Doctor of Philology Masud Mahmudov as Deputy Director for Digital Innovation and Artificial Intelligence of the Nasimi Institute of Linguistics of ANAS; and Doctor of Philosophy in Philology Khatira Yusifova as Deputy Director for Digital Innovation and Artificial Intelligence of the Muhammad Fuzuli Institute of Manuscripts of ANAS.

In addition, Doctor of Philosophy in Art Studies Ramil Guliyev was appointed Deputy Director for Digital Innovation and Artificial Intelligence of the Institute of Architecture and Art of ANAS; Doctor of Philosophy in History Parviz Gasimov as Deputy Director for Digital Innovation and Artificial Intelligence of the Institute of Archaeology and Anthropology of ANAS; Doctor of Philosophy in Philosophy Mohammad Jabrayilov as Deputy Director for Digital Innovation and Artificial Intelligence of the Institute of Philosophy and Sociology of ANAS; Doctor of Philosophy in Philosophy Elnur Mustafayev as Deputy Director for Digital Innovation and Artificial Intelligence of the Academician Ziya Bunyadov Institute of Oriental Studies of ANAS; Doctor of Philosophy in Philology Rashad Zulfugarov as Deputy Chairman for Digital Innovation and Artificial Intelligence of the Nakhchivan Branch of ANAS; and Doctor of Philosophy in Philology Alimukhtar Mukhtarov as Deputy Chairman for Digital Innovation and Artificial Intelligence of the Ganja Branch of ANAS.
