ANAS main building held the conference on "Language issues in the ADR period" on May 18.

The conference, organized by the Institute of Linguistics after Nasimi is dedicated to the 100th anniversary of the establishment of the Azerbaijan Democratic Republic (ADR).

Speaking at the event, director of the Institute of Linguistics, academician Naghisoylu Mohsun stressed that, the measures implemented during the period of the ADR's existence for 23 months left a significant mark in the history of our people. The scientist noted that, during the period of the Republic language issues were given special attention.

It was noted that, granting of equal rights to all citizens during the ADR period, determination of state borders, the declaration of the native language by the state language created a solid foundation for the future independence of Azerbaijan. By the decision of the ADR government dated June 27, 1918, the Azerbaijani language, then Turkic was declared a state language.

This regulations is the first document in connection with the usage of the native language as a state language after the split of Azerbaijan by the Gulistan and Turkmenchay agreements. The government, having adopted the Turkic language (Azerbaijani) as a state language, allowed the use of the Russian language prior to the study of the state language by judicial personnel, internal affairs departments and other government agencies.

It was noted that, permission by Azerbaijan Democratic Republic to usage the Russian language was a temporary measure intended for the period before the training of national personnel in administration.

Declare of the Azerbaijani language as a state language has laid the foundation for the formation of the national language policy in Azerbaijan, the correct ideological position corresponding to the interests of the nation. During ADR period, 6 regulations were adopted on language and education.

The conference were listened papers by Professors Ismail Kazimov on "Features of Language in ADR Period: in the Context of Ahmad Javad's Work", Alkhan Bayramoglu on "Language Policy of the Republic in Artistic and Journalistic samples of that time", PhD in Philology Elchin Ibragimov on "Azerbaijan Democratic Republic and the alphabet issues and language".
