Azerbaijan National Academy of Science

It is known that, by the president of ANAS, Academician Akif Alizadeh was signed decree on "Entrance exams for doctoral studies and doctoral exams on the basis of test technologies in ANAS” June 9, 2015.

The event, which was attended by directors of scientific institutions of the Academy, deputies director for scientific work, scientific secretaries, responsible persons for the preparation of test questions, scientific secretary of Departments of ANAS and representatives of mass media, was organized by the Department of Science and Education of ANAS Presidium and Institute of Information Technology.

The event was opened by academician-secretary of ANAS, director of the Institute of Information Technology, Academician Rasim Alguliyev. He reminded the decision of ANAS Presidium dated from March 4, 2015 and reported on the definition of new criteria for the assessment of knowledge of the foreign language for admission to doctoral studies and during doctoral examinations in ANAS.

Academician-secretary of ANAS noted that, were set the special tasks for scientific institutions, scientific offices, including scientists and specialists of Academy in connection with the carrying out examination on the basis of test technologies by President of ANAS.

According to the scientist, until October 1st should be drawn up test items for examination on specialties, while at the same time by usage of information and communication technologies should be developed special programs on philosophy and foreign languages.

Bringing to the attention of the audience application of electronic test system since 2013 at the Institute of Information Technology R. Alguliyev noted that, due to the introduction of the system the examination process is completely in a transparent manner and knowledge of doctoral students and candidates are estimated objectively.

Then employee of the Institute of information Technologies, programmer Rafik Ismailov delivered the report on "Test technologies: state-of-the-art, approaches and current practice".

Speaking about wide application of test technologies in a country’s education system, the speaker noted that these technologies play an important role in objective determination of level of knowledge. It was noted that, this method was for the first time applied in 1969, in Azerbaijan - since 1992.

Further was shown the video connected with the test system which is widely applied right now.

Speaking at the event, the representative of "GRBS" CJSC Parvana Aliyeva informed about the entrance exams for doctoral studies and doctoral exams at ANAS on TOEFL program (Test of English as a Foreign Language) and IELTS (International English Language Testing System).

It was noted that the program IELTS is designed to test the level of knowledge of the English language by 4 criteria - Listening (Listening), Reading (Reading), Writing (Letter), Speaking (oral). This exam is required for admission to many foreign universities, as well as for professional activities.

P. Aliyeva reported that the examinations of IELTS which are carried out in 500 test centers of the world are estimated on nine-mark system. The academic module is given to the candidates wishing to study in higher educational institutions of Canada, Australia, Great Britain and the USA. The general module is given candidates for emigration and the subsequent vocational training.

IELTS is administered by in common examination Syndicate of the Cambridge University, the British Council and the IDP organization: IELTS Australia.
