Azerbaijan National Academy of Sciences and the State Committee for Property Affairs held a scientific and practical seminar on "Scientific Basis for Using Cadastral and Geographic Information Systems in Land Management in Azerbaijan" dedicated to the 110th outstanding scientist- Geographer and pedologist, Academician Hasan Aliyev’s 110th on June 13.
The purpose of the scientific and practical seminar is to improve research work related to more rational use of cadastral systems and agro-climatic resources in land management, including the application of the latest scientific achievements and modern innovative approaches in determining quantitative and qualitative indicators of the state of land, planning of agricultural areas.
Opening the event, President of ANAS, Academician Akif Alizadeh stressed that, in recent years, due to the state's care, important activities are carried out in the country related to the development of science, the application of the latest achievements, and the increase in the fruitfulness of scientific activity. He noted that, State Committee for Property Issues also improved its activities by using scientific innovations in the field of sustainable land management and cadastral and accounting work.
Chairman of the State Committee for Property Issues Kerem Hasanov spoke about the exceptional merits of Academician Hasan Aliyev in the field of land management in Azerbaijan on a scientific basis, rational use of land and the formation of this sector. The chairman of the committee noted that, today in the country in all spheres scientific achievements are used and high results are obtained. The State Committee for Property Issues also relies on scientific foundations for the management of land resources, their protection, improvement of quantitative and qualitative indicators, pays much attention to the achievements of scientific and technical progress in the field of cadastral and accounting activities and the creation of an information address system, attaches great importance to technological modernization Works that are carried out in this area. At the same time, the committee uses the scientific achievements of the Institute of Soil Science and Agrochemistry and the Institute of Geography after Academician Hasan Aliyev of ANAS.
The event talked about the works and important reforms being conducted in the country under the leadership of President of the Republic of Azerbaijan Ilham Aliyev in the sphere of regulation of proprietary relations on the basis of new economic principles, including improvement of state land administration, decrees and instructions related to the application of new appeals and Modern approaches in the field of accurate land accounting, land administration and management.
It was also noted that, in order to fulfill these instructions, the State Property Committee is carrying out large-scale successive measures: "Currently, all lands on the territory of the country, irrespective of their purpose and type of ownership are put on electronic cadastral records, was created an Information System for Electronic Land Accounting. Based on the data of this system, decisions are adopted aimed at preventing groundless land use and improving land administration. Modern municipal and relief maps are made. Within the framework of the project, an electronic cadastral information system is created and, thereby, discrepancies between cadastral land indicators in the territories and indicators on the actual state of their use are eliminated, numerous land disputes are being resolved".
It was reported that, the compilation of electronic cadastral registration of land and digital cadastral maps also takes into account the data of artificial satellites obtained as a result of the activities of the Open Joint Stock Company Azerkosmos. In addition, for the first time in Azerbaijan in the sphere of real estate management a network of AZPOS systems was built. There are 37 permanent geodetic stations in the country.
An electronic cadastral database on the lands of the cities of Baku, Sumgait and Ganja and real estate located on them has been created, digital cadastral maps of these cities have been compiled. Work has already been completed on the digitization of orthophotomaterials obtained from more than 4 million hectares of land and the compilation of relief maps. Based on these materials, maps of the location of 51 regions of the country are shown, shown in different gradations, and their relief maps are built in 3D format. The cadastre activity of the Committee is aimed at creating an electronic system of cadastral registration of all lands on the territory of the country until 2020.
It was stressed that, stationary and mobile mobile laboratories functioning with the Committee, equipped with modern instruments and equipment, are working to improve the quality indicators and fertility of lands, maximizing fruitfulness during sowing operations. As a result of the analysis of soils and plants, new data were obtained related to the quality of soils and fodder plants.
Within the framework of the event, a memorandum of cooperation was signed between the Cadastre Service and the Immovable Property Register under the State Committee for Property Issues and the Institute of Geography named after academician Hasan Aliyev of ANAS in the field of joint land management and planning of agricultural territories. According to the memorandum will be carried out joint activities will be carried out to apply innovations and train personnel in the field of real estate cadastre and relevant areas of geographic science, and joint scientific and methodological expertise of the submitted projects.
Then presentations and speeches were held at the event. Ramiz Guliyev, the Head of the Cadastre and Real Estate Register Service of the State Property Committee, made a presentation on the scientific and practical basis for using cadastral data in the management of land resources in Azerbaijan. Director of the Institute of Geography of ANAS, academician Ramiz Mammadov spoke about the life and work of Academician Hasan Aliyev.
Director of the Center for Information Technologies and Data Management of the State Property Committee Anar Narimanov made a presentation on the application of GIS in the collection and management of metadata for the purpose of land management in Azerbaijan.
The event also featured speeches of scientists and specialists on the problems of population and land use in Absheron, the possibilities of using the agroclimatic resources of Azerbaijan in the management of land resources.
